We nailed down fake snakes, so far they are keeping the Blue Heron off. It didn't scare away the Sea Gull, so we tried a flattened pie tin. That didn't work! I noticed that one of our neighbors has a green neon silhouette attached to the side of his raft and his raft is bird poop free, but I don't know where to purchase one. We have the same problem. Mirror? There are outlines of diving hawks you can get to put on your windows so birds stay away - I'm not sure if it would work for this but they're about a buck each so it can't hurt.
